2. Wear leggings or fleece-lined tights
Fleece-lined tights are thicker than regular tights and, well, lined with fleece. The garment under dresses works best. They are as warm as wearing pants. So, have in mind if you've gotta wear a dress, tights are the way to go.
3. wear taller boots with extra socks
Taller boots keep your legs much warmer if it's freezing. You can also add boot socks to tall boots for even more warmth. The warmest options in hats, gloves, and footwear do the same thing as layers elsewhere: wick, insulate and block rain and wind.
My choice's long sleeve dress is made of thick, crafted materials for specific purposes, such as staying warm.
